# Marketing Campaign — **RAAgent** (`drfa-assess.com`)

Audience: NSW Reconstruction Authority programme directors, LGA recovery officers, and the RHE Project Consulting / SQP assessor community.
Voice: Government-formal, Australian English, plain prose. No emoji, no hype adjectives.
Positioning anchor: **From days to minutes — without taking a single decision out of the assessor's hands.**

---

## 1 · Core positioning

### One-liner
**RAAgent is the audit-grade assessment platform for the NSW Disaster Recovery Funding Arrangements.**

### Three taglines (test these in rotation)
1. *Compress weeks of DRFA assessment into a single afternoon — without compressing the SQP out of the loop.*
2. *Where the rules, the photos, the ledgers and the precedents meet — and the assessor still decides.*
3. *The DRFA Agent assists today. It becomes the SQP tomorrow. You stay in control the entire way.*

### Three-line pitch
> RAAgent ingests a council's SmartyGrants disaster-recovery package, classifies every file, reconciles the labour ledger against the NSWRA on-cost rules, sorts the damage and completion photos per Damage Memo, and presents the assessor with structured decision options — Accept, RFI or Reject — at every line, with the matching past precedent already cited.
>
> The SQP makes every decision. RAAgent records, audits, and feeds the next assessment.
>
> Built by RHE Project Consulting for the assessor community, in production at `drfa-assess.com`.

## 2 · Hero ad — long-form launch piece

> Target: NSWRA + LGA leadership LinkedIn, plus a one-page version mailed to programme directors.

**Headline:** *Audit-grade DRFA assessment. Minutes, not weeks.*

**Sub-head:** *Built by assessors, for assessors — and for the NSW Reconstruction Authority that signs off the work.*

**Body:**

In the wake of every NSW declared disaster, councils and the State are locked into an assessment cycle that takes weeks per package: unzip the SmartyGrants submission, sort the photos by Damage Memo, reconcile a 15,000-row labour ledger against the on-cost fact sheet, eyeball the CET workbooks against the Standard Treatment Guide, and finally write up the SQP Assessment Record by hand.

**RAAgent collapses that cycle from days to under an hour — and never makes a decision the assessor didn't click.**

It is built and operated by **RHE Project Consulting** under the NSW DRFA assessor framework. It is in production at `drfa-assess.com`.

What it does:

- Ingests a SmartyGrants package (zip or Google Drive link) and auto-classifies the portal type — EW Finalisation, IRW Scope, IRW Finalisation, EPAR Scope, EPAR Finalisation — at >95% confidence with a live progress bar.
- Reconciles the council's labour ledger against the NSWRA on-cost fact sheet in 1.8 seconds for a 15,000-row ledger, line by line, every line overridable.
- Buckets photo evidence per Damage Memo, runs quality + EXIF + GPS checks, surfaces the standard "Strong / Adequate / Insufficient" call against the NSWRA evidence rules — for the SQP to confirm.
- Presents the assessor with **Accept · RFI · Reject** at every line, with the matching past precedent already cited.
- Generates the official **EW Assessment Spreadsheet** or **EPAR Scope SQP Assessment Record** at sign-off — ready for SharePoint and push back to SmartyGrants.

What it does not do:

- It does not decide. The SQP clicks Yes, RFI, or No. The click is what is written to the assessment artefact. The AI never marks an outcome on its own.
- It does not learn from one council and quietly apply that to another. Decisions feed an RHE-internal precedent corpus that is **cited explicitly** in every AI response — never silent.
- It does not leave the data boundary. Auth is domain-locked. The single AI invocation (PDF defect extraction) happens only on an explicit assessor click.

The trajectory is on the public record:

> *Phase 1, today — the DRFA Agent assists; the SQP decides every line.*
> *Phase 2, next — the Agent defaults on high-confidence, low-risk lines; the SQP confirms-or-overrides in one click.*
> *Phase 3, endgame — the DRFA Agent IS the SQP for the categories where it has demonstrably out-performed the human baseline. Humans handle escalations and audits.*

Each phase shift is a governance milestone — Programme Director sign-off, NSWRA notification, public statement update on the platform. Never a silent upgrade.

**The pitch is simple:**
**RAAgent makes your assessors a hundred times more productive today.
It becomes the assessor tomorrow.
You stay in control the entire way.**

## 3 · LinkedIn rotation (six posts, ~1 week apart)

> Two opening posts, two evidence posts, one trajectory post, one ask.

**Post 1 — Open.**
*15 000 row labour ledger. 1.8 seconds. Same NSWRA on-cost rules an SQP applies by hand. Every line still overridable. `drfa-assess.com`*

**Post 2 — Pain.**
*An EPAR Scope package can ship with 60 Damage Memos and 3 000 photos. The assessor's job is to verify the cost, the scope and the evidence per DM, against DAG 2021 + EPAR Guidelines + Standard Treatment Guide v2.1. RAAgent does the data-wrangling. The assessor does the assessment. `drfa-assess.com`*

**Post 3 — Trust.**
*The DRFA Agent never decides. It surfaces options — Accept · RFI · Reject — with the matching past precedent already cited. The SQP clicks. The click is what is written to the assessment record. Read the full security and AI transparency statement at `drfa-assess.com/security`.*

**Post 4 — Specifics.**
*Every assessor decision is recorded, queryable, and cited back in the DRFA Expert's next answer — by date, by job, by assessor, with their free-text rationale in quotes. Institutional memory, made explicit. `drfa-assess.com/precedents`.*

**Post 5 — Trajectory (the bold one).**
*Today the SQP decides every line and RAAgent records the click. Tomorrow — Phase 2 — RAAgent defaults the call, the SQP confirms in one click. Endgame — Phase 3 — the DRFA Agent is the SQP for the categories where it has demonstrably out-performed the human baseline. Each phase shift is a governance milestone, never silent. `drfa-assess.com/security#trajectory`.*

**Post 6 — Ask.**
*If you sit on a NSWRA programme team, an LGA recovery desk, or you assess DRFA submissions for a living, ten minutes on `drfa-assess.com` will tell you whether the cycle time you are currently absorbing is structural — or solved. We will walk you through it.*

## 4 · Email — Programme Director outreach (3-touch sequence)

### Email 1 — Cold introduction

> Subject: *DRFA assessment in minutes, not weeks — built by SQPs, used by SQPs*

Dear [name],

I lead RHE Project Consulting's DRFA assessor practice. We built RAAgent because we were tired of the assessment cycle absorbing fortnightly windows of our team's bandwidth for a workflow that — at its core — is deterministic rule application + decisive expert judgement.

RAAgent does the deterministic part in seconds. The SQP keeps the judgement.

The platform is live at `drfa-assess.com`. It is in production use across our team for EW Finalisation, IRW Scope, IRW Finalisation, EPAR Scope and EPAR Finalisation assessments. The transparency posture (security, audit trail, AI scope, precedent citation, governed trajectory to higher-autonomy phases) is published at `drfa-assess.com/security`.

I would value 20 minutes to walk you through a real assessment end-to-end. Two scripted walkthroughs — one EW Finalisation, one EPAR Scope — are appended below.

Yours,
[Sender]

### Email 2 — Specific value (one week later)

> Subject: *The 15 000-row ledger problem*

One number from yesterday's assessment:

> A council labour ledger with 14 800 rows. Manual baseline: six hours. RAAgent: 1.8 seconds.
> Every line is still overridable. Every override is logged against the SQP's email.
> The output is the council's assessed ledger, the on-cost reconciliation, and the audit trail.

If your team is currently absorbing that cycle by hand, the slot we want on your calendar is twenty minutes.

`drfa-assess.com`

### Email 3 — Direct ask (two weeks later)

> Subject: *Pilot — one assessment, your data, our environment*

Final note from our side.

We would offer your programme team a structured pilot:

1. You nominate one current DRFA submission (any portal type).
2. We ingest it together on a screen-share, you steer the SQP decisions, RAAgent does the data-wrangling.
3. You leave with the assessment artefact and a full audit log. No commitment.

If this is interesting, reply with a date.

Yours,
[Sender]

## 6 · Conference talk abstract (LG NSW / NSWRA roundtables)

> Title: *The Disaster Recovery Bottleneck — and what we built to clear it*
> Speaker: [Name], RHE Project Consulting
> Format: 25-minute talk + 10-minute Q&A, with two scripted live walkthroughs available.

**Abstract.**

NSW councils and the State are locked into a Disaster Recovery Funding Arrangements assessment cycle that absorbs weeks per submission. The cycle is overwhelmingly deterministic — apply the on-cost fact sheet to the ledger, apply the Standard Treatment Guide to the CET workbook, apply the evidence rules to the photo packs — but currently runs at human typing speed.

RHE Project Consulting built RAAgent to compress the deterministic work to seconds while keeping the SQP's judgement at the centre of every decision. This talk presents the platform, the trust posture (audit trail, AI scope, precedent transparency), and the governed trajectory toward higher-autonomy assessment.

We close with two live walkthroughs — an EW Finalisation and an EPAR Scope — using real (anonymised) council data, end to end, in under fifteen minutes.
