- Ingests a SmartyGrants package (zip or Google Drive link) and auto-classifies the portal type — EW Finalisation, IRW Scope, IRW Finalisation, EPAR Scope, EPAR Finalisation — at >95% confidence with a live progress bar.
- Reconciles the council's labour ledger against the NSWRA on-cost fact sheet in 1.8 seconds for a 15,000-row ledger, line by line, every line overridable.
- Buckets photo evidence per Damage Memo, runs quality + EXIF + GPS checks, surfaces the standard "Strong / Adequate / Insufficient" call against the NSWRA evidence rules — for the SQP to confirm.
- Presents the assessor with **Accept · RFI · Reject** at every line, with the matching past precedent already cited.
- Generates the official **EW Assessment Spreadsheet** or **EPAR Scope SQP Assessment Record** at sign-off — ready for SharePoint and push back to SmartyGrants.

What it does not do:
